If the chairman of the Tennessee Democratic Party had to give assent for bills to become law, Roy Herron would be withholding on vouchers:

“These out-of-state outfits want to pilfer, plunder and profit from the privatization of public schools and pick-pocketing of public funds,” Herron said. “And I think the ads themselves are misleading at best.”
