Not surprising in the least. This law is in place for it's subsidiary effect, to disfranchise voters who tend to vote Democratic. The fact that it is FAR eaiser to falsify an absentee ballot and the fact that nothing has been done to change that is further proof.
In addition the tax dollars wasted on this is a fiscal sin.
