Chas speculates the legislature may have to come in for a health-care special session:

Republicans have been wary of the setting up the exchange, which might look like a tacit endorsement of health care reform, but they don’t like the idea of a federal takeover either. Gov. Bill Haslam’s administration has been quietly making plans for an exchange, but the legislature has not passed a law permitting one.

The state faces a critical deadline in January, when they have to demonstrate to the federal government that they’ll be ready in time for 2014. State lawmakers do not come back in session until then, and the question is whether they can meet the deadline without reconvening.
